Subject: Request for Applications (RFA) No. 09-2011

The OECS-Regional Coordinating Mechanism was established in May 2003 when the OECS Ministers of Health determined that a coordinated strategy could assist the member countries in the planning, implementation and coordination of resources, for the purpose of submitting joint OECS proposals to the Global Fund to fight AIDS Tuberculosis and Malaria. The OECS RCM intends to submit a proposal to the Global Fund under Round 11 for the Prevention of Transmission of HIV by   providing support for a comprehensive package of intensified preventive interventions targeting most at risk populations, such as, vulnerable youth, sex workers and men who have sex with men and venues with high prevalence of risky sexual behaviour. In addition, plans will be made to provide a system of insurance to cover medical costs of PLHIV.

 

The OECS Regional Coordinating Mechanism is now soliciting applications from:

 

  1. Agencies interested in becoming the Principal Recipient (responsible for ensuring achievement of the programme objectives) of an eventual grant from the Global Fund. These agencies may be public or private entities.
  2. Agencies with expertise in managing health insurance schemes.
  3. Non-Government Organizations and other civil society organizations interested in service delivery to vulnerable groups.

Detailed descriptions of the terms of reference for these three types of applications may be obtained by emailing a request to:  oecsrcm@gmail.com attention: Ms. Joan Didier, Director. Requests for detailed TORS must be submitted by September 30th 2011.

The deadline for submission of a completed application is October 8th 2011.
